The short answer

Start with what you will sell, who will buy it and where you will operate. Choose the licence and jurisdiction around those answers, then budget for formation and the first year of operation. A trade licence, residence visa, bank account and tax registration are separate milestones.

What should you decide before asking for a quote?

Write a one-page operating brief: the product or service, expected customer countries, how work is delivered, where staff will work, and how money will be collected. Include whether you need premises, inventory, imports, regulated approvals or a physical shop. ‘Consultancy’ is not precise enough if part of your revenue will come from trading goods.

Use that brief when comparing authorities. Dubai’s official business-setup platform separates mainland and free-zone pathways; the right route depends on the activity and operating model, not just the cheapest advertised licence. [1] Ask for the exact activity codes and the reasoning behind each recommendation.

Which documents belong in the preparation folder?

  • Passport and identity documents for each shareholder and proposed signatory, with consistent spellings.
  • Ownership chart and incorporation documents if a shareholder is another company; ask which documents need attestation or translation.
  • Proposed business names, activity description and a clear account of the source of initial capital.
  • Premises requirements and proposed visa/headcount needs, checked with the selected authority.
  • A written list of additional approvals and the authority responsible for each one.

How do you compare two setup proposals?

Compare the same scope. One proposal may include only a licence while another includes establishment processing, a workspace arrangement, a visa allocation and professional fees. Ask for each item separately, including exclusions and second-year renewal costs.

Treat ‘visa included’ carefully: does that mean an allocation, processing support or all relevant charges? Ask which steps require you to be physically present and which expenses arise if an application needs additional information. Avoid paying for an office or visa quantity you do not need, but also avoid a package that cannot support your actual operation.

What happens after the licence is issued?

Set up a company document register, a renewal calendar, accounting access and invoice numbering. Prepare the bank application with contracts or other genuine evidence of the intended business. Do not promise a customer a payment date based solely on a hoped-for account-opening date.

Agree who owns Corporate Tax registration, VAT monitoring and payroll setup. A company can have a licence and still be unready to hire, invoice appropriately or meet filing obligations. Keep these workstreams visible rather than treating incorporation as the end of the project.

Your first-week action list

  • Send the operating brief to your adviser and obtain the proposed activity codes in writing.
  • Ask for a formation/first-year/renewal cost breakdown and payment milestones.
  • Create a secure folder for shareholder and company documents; restrict access to those who need it.
  • Assign owners for banking preparation, visa processing, accounting and tax tasks.
  • Confirm the next dependency before booking travel or promising a launch date.

Questions worth answering

Does a fast licence mean the whole company is ready in 24 hours?

No. Licence issuance, immigration steps, banking and operational readiness follow different processes. Ask for a schedule that separates each milestone and its dependencies.

Can I choose a jurisdiction before deciding the activity?

You can shortlist options, but confirm the intended activity and approvals before committing to a package. Otherwise you may pay for a licence that does not match the work you intend to do.
