The short answer

Budget for formation, operating costs and cash reserves separately. The useful comparison is the amount required to establish and run your specific company through its first renewal—not the lowest licence price on a banner. Ask for inclusions, exclusions and renewal charges in writing.

What belongs in the formation budget?

Record licence and registration charges, authority processing, professional fees, required approvals and any attestation or translation. Add immigration-related processing if people need it, but separate a visa allocation from an issued residence document. A bundled quote should still identify the costs it includes.

Premises can change the whole comparison. Ask whether a workspace arrangement is valid for your activity and whether deposits, annual rent or fit-out approvals sit outside the advertised price. The official Dubai setup platform describes distinct licensing pathways; requirements should be checked against the chosen pathway. [1]

How do you compare quotes fairly?

Give each provider the same scope: activity, legal form, shareholder count, premises, visa needs and expected headcount. Request both first-year and renewal figures. Ask whether government charges are estimates, which items can change, and how refunds or application changes work.

Keep government charges separate from professional service fees. Ask who is responsible for each submission and what support remains after licence issuance. A cheaper quote can be appropriate; it becomes a poor comparison when it quietly omits tasks you still need.

Do not confuse profit with available cash

Build a simple monthly cash forecast. Put customer collections in the month you expect to receive them, not the month you issue the invoice. Include deposits and annual expenses when they are due. Keep a reserve for a delayed sale or an additional approval request.

Illustrative planning exercise: if a customer pays 60 days after invoicing while rent and payroll are due earlier, map the gap before signing those commitments. This is a cash-timing example, not a market cost estimate. Ask your accountant to distinguish owner funding, operating expenses and recoverable deposits in the books.

A quote request you can actually use

  • Describe the activity and customer markets in two sentences.
  • State shareholder, premises, visa and headcount assumptions.
  • Request line items, exclusions, renewal costs and payment milestones.
  • Ask what happens if the authority requests changes or additional documents.
  • Build a cash reserve around your own sales cycle; do not rely on a generic minimum budget.

Questions worth answering

Why does this guide not give one setup price?

The activity, authority, premises, people and approvals change the scope. A line-item quote based on your actual business is more useful than a price that excludes necessary work.

Should accounting be budgeted before revenue starts?

Yes. Owner funding, setup invoices, deposits and early expenses create records before the first sale. Establish the process early rather than reconstructing it later.
