The short answer
Compare formation, first-year operations and renewal under the same assumptions. The cost depends on the activity, legal form, premises, people and approvals. A licence-only price cannot answer how much your company needs to open and operate.
Which costs belong in the comparison?
List licence and registration charges, authority processing, required approvals, professional fees and any attestation or translation. Then add the appropriate premises arrangement, deposits and immigration-related costs. Separate an allocation from actual processing and ask what changes with an additional shareholder or employee.
Dubai’s official setup platform has different licensing pathways. [1] Confirm that the quoted premises and activity are valid together. A flexible workspace may suit one business while another needs approved physical premises; neither should be treated as a universal rule.
What should a written proposal reveal?
Request inclusions, exclusions, payment milestones, refund or amendment conditions and renewal costs. Separate government charges from the provider’s fees. Ask which amounts are current authority charges and which remain estimates subject to confirmation.
Add recurring accounting, insurance, software, rent and payroll administration to the operating budget. Plot annual bills in the month they fall due and plan for the gap between invoicing and collection. A lower first-year formation total can still result in a higher cost to operate.
What should not be bundled into a headline promise?
Bank approval, immigration approval and a particular tax outcome should not be implied by a package price. Banking requires its own assessment. [2] Qualifying free-zone treatment also has separate conditions. [3] Request a scoped quotation for the business model instead of relying on a generic minimum setup figure.
A checklist to take into your next meeting
- Use identical operating assumptions.
- Separate authority and professional fees.
- Check premises and headcount scope.
- Request renewal and amendment costs.
- Plan monthly cash needs and reserves.
