The short answer
Compare the two locations around customers, licensed activities, premises, staffing and recurring cost. Neither emirate is automatically cheaper or better for every company. Use equivalent written proposals rather than city rankings or old package prices.
Where will the business actually earn revenue?
Map the first customers and where delivery occurs. A company selling to customers based in one emirate may need local access, sector approvals or regular travel. A business serving overseas customers may value different premises and logistics. Make those requirements visible before choosing a prestigious address.
Dubai’s official setup platform explains its mainland and free-zone pathways. [1] Ask the Abu Dhabi authority or selected free zone for the equivalent activity and legal-form requirements. A comparison is only useful when both proposals support the same real operating model.
How should you compare the cost?
Give both providers the same shareholder, premises, staffing and immigration assumptions. Separate government charges, professional fees, deposits, rent and recurring support. Compare the first renewal as well as formation. Do not build a budget around an unverified claim that one city is a fixed percentage cheaper.
If an incentive is important, obtain eligibility, duration, conditions and the position after it ends in writing. Check what happens if your headcount, activity or office needs change. Savings on formation can be outweighed by ongoing travel or premises commitments.
Does location decide tax or banking?
The relevant tax regime needs a separate assessment; a free-zone address does not by itself produce qualifying income. [2] Banking also depends on the institution’s assessment of the entity and its owners. [3] Compare the commercial operating fit first, then confirm those dependencies before committing.
