The short answer
Good HR records connect the employment agreement to what actually happens: work authorisation, pay, leave, changes and decisions. Start with reliable workflows and evidence rather than a long handbook copied from another employer.
What should a small employer document first?
Give each employee a restricted personnel file containing the approved contract, relevant permissions, onboarding records and agreed changes. Link it to the payroll record without exposing identity documents to every manager. Assign an owner and a backup so renewals do not depend on one person remembering a date.
MOHRE’s employer resources provide the starting framework for employers within its remit. Free-zone and financial-centre arrangements need their own authority check; one handbook does not settle every UAE employer’s obligations. [1]
How do policies prevent recurring disputes?
Write the actual route for leave requests, salary queries, complaints and changes to working arrangements. Name who receives a request, who decides and where the decision is recorded. Explain the process during onboarding and let staff ask questions before collecting acknowledgement.
Keep the offer, contract, handbook and payroll instructions consistent. A signed policy cannot make an unlawful restriction valid. Avoid automatic fines, salary deductions or dismissal wording lifted from an online template. Record decisions fairly and retain evidence of what was communicated.
When should the documents change?
Review after a regulatory change, a new working pattern or a repeated problem. Keep a version register and withdraw outdated copies. For payroll, use the current wage-payment framework rather than an old grace-period chart. [2] A practical review should produce a missing-records list, responsible owners and dates for correction—not a promise that paperwork eliminates all risk.
