The short answer

Check the candidate’s actual residence status and the employer’s authority before selecting the work-permission route. Work authorisation, immigration status and onboarding are connected tasks, but they are not interchangeable documents or one universal process.

Does every employee need employer-sponsored residence?

Not every case uses the same sponsorship route. MOHRE has a work-permit service for eligible dependants sponsored by family members. [1] An existing residence status should therefore be checked alongside the appropriate permission to work, rather than automatically transferred or treated as sufficient.

Identify whether employment processing runs through MOHRE or a free-zone authority and whether immigration steps run through ICP or the relevant Dubai authority. ICP’s entry-visa service distinguishes entry/residence processing from the required employment approval where applicable. [2]

What should HR prepare before an offer start date?

Confirm employer readiness, the approved role, candidate documents and any qualifications or attestations needed. Align the offer and required contract records. Ask which medical, identity or residence steps apply to the actual route and which depend on the candidate being physically present.

Create a responsibility list covering the employer, candidate, PRO support and approving authority. Track submissions and requests for additional information. Do not promise a standard processing duration or assume a company licence alone authorises someone to begin work.

What remains after approval?

Retain final documents and renewal dates securely, set up payroll and complete onboarding. Confirm insurance and benefit requirements as part of the process. [3] Record who watches each permission’s expiry and who handles changes in role, employer or status. A renewal calendar should cover the relevant work and residence documents separately.
