The short answer

Identify the applicable employment framework, agree clear terms and complete the required work-permission process before the employee starts. Then maintain payroll, leave, benefits and personnel records together. A generic checklist cannot settle every employee category or authority’s requirements.

Which framework should the employer use?

Federal Decree-Law 33 of 2021, as amended, is the core private-sector labour framework. [1] Check applicability and the relevant authority, especially for financial centres with their own employment regimes. Do not assume every free-zone administrative step is identical to MOHRE’s.

Prepare clear offer and contract records, salary components and the appropriate work authorisation. Remove assumptions about a universal two-year contract cap or compulsory sponsorship transfer. Candidate status and the employment route need to be assessed together.

What belongs in the first payroll and leave setup?

Use current wage-payment requirements for the establishment. [2] The earlier 80% salary and 15-day grace-period guidance has been removed. Build a calendar with input, approval and actual payment checks before the due date, and document authorised changes.

Use the applicable leave rules and working arrangement to configure balances rather than copying another company’s spreadsheet. MOHRE resources are a useful baseline within its framework. [3] Check insurance, pension or end-of-service treatment and any separate Emiratisation requirements for the actual employer.

What should be kept through employment and exit?

Maintain permissions, signed terms, pay and leave records, policy acknowledgements and documented decisions. Restrict access to personnel information. When employment ends, assess notice, settlement and document cancellation against the applicable facts; do not reduce the outcome to a universal fine or compensation formula copied from the internet.
