The short answer

Prepare VAT returns from classified transactions and reconciled evidence. Confirm the assigned period, review adjustments, approve the return and check payment separately. Free-zone status, a foreign customer or a sector label does not decide every transaction’s VAT treatment.

What should be reconciled before a return?

Check sales invoices, credit notes, purchase evidence, imports and relevant adjustments against the accounting records. Investigate missing documents and inconsistent tax coding. Ask the specialist to resolve uncertain treatment rather than applying one category to an entire industry.

The earlier blanket statement that healthcare and education are VAT-exempt has been removed. Zero-rated and exempt supplies have different consequences, and treatment depends on the applicable conditions. Registration tests also depend on taxable supplies/imports and the relevant time windows. [1]

How should deadlines be managed?

The FTA states that returns and payments are due within 28 days after the tax-period end. [2] Use the assigned period and due date, with earlier dates for collecting records, preparing, reviewing and approving. A last-day reminder is too late to resolve missing evidence.

Give the authorised approver a concise reconciliation and exceptions list. Retain the final return, supporting working papers and submission confirmation. Check the actual payment allocation separately so a filed return is not mistaken for a settled liability.

What should happen when an error is found?

Identify the affected transaction and period, gather supporting records and determine the appropriate correction process. The VAT administrative-penalty framework changed from 14 April 2026. [3] Avoid using an old fixed-rate calculator or assuming a correction guarantees a waiver. Record the action and update the underlying accounting control.
